Minutes of the meeting of 4/21/15

Meeting Opened at: 4:15pm
Select Board Members Present: Wayne Burkhart, Chairperson and Kenn Basler

Also in attendance for parts of the meeting:  Shawn Tryon, Ray Tryon and Barbara Gauthier

Miscellaneous Select Board Items Reviewed:
Annual Town Meeting Warrant:
1.  The training budget was increased by $2,000.
2.  The special article for the town hall roof project will remain at $30,000.
3.  The Board reviewed the details of a new Medex plan for our retirees which is the same options and benefits of our current plan except for the fact that mail order prescriptions will come from a different carrier.  This plan will cost $137 less a month and will allow us to lower the money being put into the retiree stabilization fund by $4,000.  The Board agreed to switch to this plan for the retirees.  M. Noe will set up an informational meeting for the retirees with an insurance representative.
4.  The Select Board heard from Barbara Gauthier our recently appointed financial consultant to the Select Board her concerns about the Treasurer and suggested that she meet with the Treasurer to discuss those concerns.


Misc items:
1.  Memorial Day invitation letters were signed.
2.  Memorial Day festivities and details were discussed:
a.  M. Noe will order the food and arrange for the ice cream truck
b.  It was agreed to hire the acoustic cover band FIREPITT for $150 for an hour rather than David Grover for $400.
c.  M. Noe will order one more box of handheld USA flags.

The board met with Director of Operations, Shawn Tryon to review the following:
1.  Shawn provided an update on the culvert design.
2.  Shawn is going to make arrangements for the engineer of the RT23 project to coordinate with Melissa to send out updates through our news and events emails about construction status.
3.  Shawn let the Board know that Don Hopkins has submitted his resignation and his last day with the highway department will be April 30th.  Shawn and Melissa drafted a job description on Friday and put it in the Shopper’s Guide for 2 weeks as well as sent out an email through the website.  Discussion ensued about whether or not any new highway members should also be fire trained to help cover shortages for fire calls received during the day when a lot of our responders may not be as readily available.  The Board was concerned about a mandatory clause to join the fire department when currently all the other members are donating their training money back to the fire department to help pay down the mortgage.  It was suggested to see who applies for the position and go from there.  The suggested hourly rate was to stay the same or within $1-2/hour lower depending on experience.  Any calls attended during the day would not receive compensation from the fire department as they would already be receiving pay for the highway.
4.  The highway maintenance and highway capital budgets were discussed and whether or not we could lower the requests any seeing as we have a large amount of Chapter 90 funds available.  Shawn did not feel that this was a good idea.

A motion was made and unanimously approved to adjourn the meeting at: 5:40pm
